APPENDIX, No. VII. CASES AND CONDITIONS UNDER WHICH THE AIDS OF THE ASSOCIATION ARE AFFORDED TO PAROCHIAL SCHOOLS, Being the Statement prefixed to the Printed Queries which are transmitted by the Society to be answered in each Instance of Application for Aid. 1 THE ASSOCIATION Incorporated for Discountenancing Vice, and promoting the Knowledge and Practice of the Christian Religion, hoping to be enabled this year, in consequence of their expectation of continued Parliamentary Aid, to assist in the establishment and support of Parochial Schools, give notice that they will receive applications from Clergymen who are willing to connect their Schools with the Association. : The following are the Conditions on which aid for Building will be granted : 1st, That there shall be an Acre of ground made over in perpetuity to the Minister and Church Wardens, for the use of the School; or, in circumstances which raise the value of Land, or make it difficult to be had, a piece of ground worth Forty Shillings per annum. To facilitate the grants required in this condition, there is an Act of Parliament, passed in the 50th year of the late King, entitled, "An Act for enabling Tenants in Tail and for " Life, and also Ecclesiastical Persons, to grant Land for "the purpose of endowing Schools in Ireland." 2nd, The School-House must be erected on the Land made over as above; and built of Lime and Stone, or Brick, and Slated. 3rd, There must be a Plan and Estimate sent up and approved of by the Association, before any Grant can be voted; and it will be afterwards necessary to certify that the building has been erected according to such Plan and Estimate, and that it is ready for the reception of the Scholars, before the aid voted can be paid. 4th, It will be particularly insisted on that the SchoolRooms should be large and airy. Where these conditions are complied with, the Association are willing to contribute towards the erection of such a School, a sum not exceeding Fifty Pounds, pros vided double the Sum granted by the Association has been collected from private Contributions; and that in every other respect, the School shall appear deserving of their assistance. The following are the conditions on which Salaries to Masters and Mistresses will be granted: Ist, There must be a grant of Land, as is required in the first condition for obtaining aid for building, unless the School be situated in a large Town, or unless the Clergyman applying, shall fully satisfy the Association that every exertion has been made to procure ground, though without effect, 2nd, The Masters or Mistresses must be Members of the Established Church. 3rd, The Scriptures must be read in the School. 4th, No Catechism, unless that of the Church of Eng land, must be taught in the School; and no Books used in it, of which the Association shall disapprove. 5th, There must be regular Half-yearly Reports both of the School, and of the conduct of the Master or Mistress, certified by the Minister or Curate of the Parish, which must be approved of by the Committee of Schools, before any Salary, previously voted, can be paid. Where the above conditions are complied with, the Association will feel themselves at liberty to grant Salaries of not less than Four Pounds, and in no case exceeding Ten Pounds per Annum, according to the circumstances of the Parish. And they will also grant, at the expiration of each year, in case of their approving of the manner in which the School has been conducted, gratuities to the Master or Mistress, of from One to Five Pounds; the progress of the Children, and their numbers relatively to the circumstances of the Parish, being particularly taken into account, and the gratuities varied accordingly. As the object of the Association is to assist in the establishment of Schools, and by no means to undertake their entire support, it is expected that some portion of the annual expenditure should be defrayed by contributions made on the spot. The Association will also hold themselves at liberty to make gratuitous Grants of Books, to all such Schools as conform to the three following Regulations, and whose answers to Queries, that shall be transmitted to them, shew that they are deserving of such Grants, whether these Schools receive other aid from the Society or not, viz. 1. That the Master or Mistress of the School, is a member of the Established Church.-2. That the Scriptures are read in the School, and-3rd. That the School is under the inspection of the Clergyman of the Parish; through whom all such Grants shall be forwarded, and who will undertake to be responsible for the due application of the Books. Clergymen applying for either Salary or Assistance for Building, are requested to give full and explicit answers to the following Queries, that the Association may be enabled to decide upon the merits of their particular cases and also may obtain information on the general state of Education of the Poor in Ireland. They are particularly requested to refer to the Conditions above specified, as their compliance with them will be considered indispensable. By Order RICHARD GRAVES, Board-Room, 7, Capel-street. The following is the List of Queries to which Answers are required by the Association, in every instance of application to them, for Aid to Schools. 1. Is the School, for which you solicit aid, yet established ? and if so, how long since? 2. Is it the Parochial School? 3. What is the name of the School and Parish? and in what Diocese and County ? 4. What is the nearest Post Town? 5. Is there any Grant of Land for the use of the Schoolmaster or School-mistress? if so, what Quantity? by whom made? and on what Conditions? 6. Is the School situated in the County, in a Town, or in a Village? 7. If the School is situated in a Town or Village, what is the supposed population of the Town or Village, distinguishing Protestants and Roman Catholics? 8. Of what materials is the School-house built? Is it Slated or Thatched? 9. What are the dimensions of the School-rooms? and of the Windows? and do the Windows open? 10. In what state of Repair is the School-house? and what funds are there for Repairs, when requisite? 11. What is the name of the Master or Mistress? Is he, or she, a member of the Established Church? 12. What is the average Income of the Master and Mistress? and whence derived? 13. How many Male, and how many Female Protestant Children, and how many of each description of Roman Catholic Children are there on the Books? What is the average number attending? the number paid for? and the prices? and the number taught gratis? 14. Is there a probability of the. School being increased? By what means? And to what number? 15. On what days, and at what hours in each day, is the School held ? 16. What Books are used in the School? and how are they supplied? 17. What mode of instruction has been adopted in the School? whether any, and what improvements, may be made therein ? 18. What time is especially devoted to the Religious Instruction of the Children? 19. What is the probable Annual Income of the School? State it under its several heads of Subscriptions, &c. 20. What are the probable Annual Expenses of the School? State them under their several heads? 21. Are there any Ladies or Gentlemen concerned in the superintendence of the School? if not, are there any disposed to forward Education in your Parish? 22. What other Schools are there in the Parish or Neighbourhood? if any, state the distance from your School? Whether Charity Schools or otherwise? the Prices of Tuition, and the number taught gratis?... 23. Do any of the above-mentioned Schools derive aid from the Association? and of what description? 24. What Endowments or Funds from Charitable Institutions, for promoting Education, are applicable to the Schools of your Parish? |
