When the first Edition of this Pamphlet was pub lished, Lord Durham was in the Canadas, armed with. Full powers to settle the constitutional question. Under such circumstances I thought it would be equally premature and objectionable to hazard any special opinions upon the crisis, and that on the con trary it would be expedient to limit myself to the Exposition and Defence of Earl Bathurst's Admi nistration, especially in 1822. But now circum stances are entirely changed, Lord Durham has te turned to England, and resigned his trust, and the constitutional question remains as unsettled as ever. On the 9th of October, the following Article ap peared in the' Montreal Gazette.'
